MAIN POINTS OF THE MEETING HELD ON TUESDAY 31ST MAY 2011
AT THE HARE AND HOUNDS P.H FOLLOWING THE A.G.M

1. STATE OF ROAD FROM CHACOMBE TO TOP DAWKINS AND LOWER DAWKINS JUNCTION
The council are extremely concerned at the dangerous state of the road and junction especially with the high useage during the closure of A361. Clerk, Chair and others have contacted OCC highways numerous times with little or no response. So far one visit by the road maintenance team has taken place with 2 potholes filled at the junction and 2 temporary uneven road surface signs placed near the junction which is inadequate. It was decided to contact County Cllr George Reynolds re highways limited response to this and recent lack of response to other issues.

2. PLANNING
11/00679/LB Mr Bankes – Vital Gable end and ties to Chimney stack – No Objections.

3. A361 CLOSURE FLOOD ALEVIATION SCHEME
HGVs breaching the village weight restriction are being reported to the rural police team and they are assisting in trying to chase up incidents and repeat offenders.

Signage re closure – not been possible to put on M1 at Daventry. Any missing/damaged signage should be reported to Morrisons the contractors.

Road scheduled to re-open by weekend 9th July for Grand prix at Silverstone.

Resurfacing of Kalerbargos Hill to Will’scot t/Wardington turn:
Scheduled for 2 weeks starting 20th June. Access to Cropredy will not be affected as junction on A361 not included in work.

4. OLD POOL AREA PROJECT
Now awaiting works to start – materials being ordered.

5. FINANCE
Report on completion of internal audit for 2010/11 was circulated and discussed.

Budget 2011-2012
The following budgets were presented,and, approved for the period:

Williamscot Fund
Projects: Village Beautification, verges, speed calming &
community social event [requiring approval
under S.145 of LGA Finance 1972] – Total Budget £6,000

It was noted that Williamscot fund reserves remain high and must be reduced in accordance with the 2010/11 Audit report and requirements against parish precept

6. CO-OPTION OF PARISH COUNCILLOR
Mr Malcolm Patterson has been duly elected Parish Councillor for WPC for a period of 4 years from 1st June 11.

7. A.O.B
Government proposed High Speed Rail line (HS2)
Chair and Mr Bankes had visited the recent Chipping Warden HS2 road-show a key part of the government’s consultative process. Questions submitted re concerns already highlighted nationally that new line will result in cuts and delays on existing Banbury to London services and that there are no benefits whatsoever to Banbury area. Details of questionnaire that can be completed to contribute comments and contact details to be placed on village notice boards.
