STATE OF ROAD FROM CHACOMBE TO WARDINGTON AND LOWER DAWKINS JUNCTION
The Parish Council are still extremely concerned at the dangerous state of this road and junction and feel that OCC highways responses have been slow and inadequate. As no further work will be done until the A361 re-opens council will be following this up with then at all levels to try and ensure that work is carried out quickly and safety issues at the junction are addressed.

3. QUEENS DIAMOND JUBILEE CELEBRATIONS 2012
Ideas for a community event or commemorative item were discussed. Clerk is going to look into the possibility of a metal village sign with a design selected by competition for parish children. Clerk and Chair to look into possibility of a community event in early June 2012.
4. PROJECTS UPDATE – PROGRESS/CONSERVATION AREA
Works now finished at the Old POOL Area.
Area to be coned/taped off to protect whilst grass grows.
5. A361 FLOOD ALLEVIATION SCHEME
Clerk is organising first visit to see the works as offered by the environment agency and as this is full to explore whether further visits possible.
6. PLAYGROUND
The 200 club draws for June and July were made. Results of draws: -
Special June draw with extra prize: 1st prize £50 S Atack, 2nd prize £25 M&H Patterson, 3rd prize £10 Z Morgan.

1. STATE OF ROAD FROM CHACOMBE TO TOP DAWKINS AND LOWER DAWKINS JUNCTION
The council are extremely concerned at the dangerous state of the road and junction especially with the high useage during the closure of A361. Clerk, Chair and others have contacted OCC highways numerous times with little or no response. So far one visit by the road maintenance team has taken place with 2 potholes filled at the junction and 2 temporary uneven road surface signs placed near the junction which is inadequate. It was decided to contact County Cllr George Reynolds re highways limited response to this and recent lack of response to other issues.
2. PLANNING
11/00679/LB Mr Bankes – Vital Gable end and ties to Chimney stack – No Objections.
3. A361 CLOSURE FLOOD ALEVIATION SCHEME
HGVs breaching the village weight restriction are being reported to the rural police team and they are assisting in trying to chase up incidents and repeat offenders.
Signage re closure – not been possible to put on M1 at Daventry. Any missing/damaged signage should be reported to Morrisons the contractors.
Road scheduled to re-open by weekend 9th July for Grand prix at Silverstone.
Resurfacing of Kalerbargos Hill to Will’scot t/Wardington turn:
Scheduled for 2 weeks starting 20th June. Access to Cropredy will not be affected as junction on A361 not included in work.

5. FINANCE

Old Pool UPDATE. Good News!
Dear Parishioners
I am delighted to announce to you that at long last, Stage 1 Project for conservation area remedial and protective works at the Old Pool Area may now finally proceed .
it has been a very long, uneasy task and an administrative nightmare.
I am able to announce that last evening, I received a full written offer and a signed acceptance of WPCs Terms and Conditions set out for such a Private Donation
and this morning I am also delighted to announce that this private donation towards this project was most gratefully accepted.
The donation was given in a most generous and cordial manner for which I am most grateful for and would like to register 100 % sincere appreciation and grateful thanks on behalf of the community.
With this in mind,and, in accordance with the minutes of WPC together with councils instructions given to myself on 27th April at the meeting of WPC,
I have now instructed the contractor to proceed at the earliest possible convenience and without further delay.
Would all residents around this area please be aware that there will naturally be some upheaval whilst this work is carried out and I respectfully ask you all to be patient especially when driving or parking and maybe having to park elsewhere for a short period to enhance progression before finally coming to fruition.

1. MATTERS ARISING:
a. PARISH ELECTIONS : Nomination forms had been received with Public Notices that had been published in the Parish. Deadline for nominations is 4th April.
2. SEVERE WEATHER ACTION PLAN: Progressing.
3. PLANNING: One application for tree pruning at Ashen End – No objections.
4. FLOOD ALEVIATION SCHEME – CLOSURE OF THE A361: Weight restrictions and signage now in place. Parish council, highways depts. and police are monitoring the traffic situation. Parishioners asked to report details of any HGVs entering the village illegally to PC, Councillor Atack or directly to the police. Further meeting with all interested parties to be held in Chacombe 8th April – Mrs Wild will attend.
5. PROJECTS UPDATE – PROGRESS/CONSERVATION AREA
i. All requisite permissions now obtained/granted. Project IN PRINCIPLE to go ahead subject to:
ii. Clerk to obtaining a full and final quote from contractor;
iii. Clerk to clarify legal position regarding any private funding via a private donation that had been offered NOT CONFERRING any rights nor privileges to that area.
iv. Go-Ahead was given for 2 or 3 bollards to be placed on corner of Green opposite Sundial House. Work to be completed by OCC highways.

Steven Shuttleworth (Director of Service Delivery South Northants Council) kindly agreed to chair the meeting and outlined an agenda of discussion to cover the details of the proposed scheme, the proposed traffic diversion, and communications.
The Scheme
Barry Russell from the Environment Agency outlined the scheme which is to protect Banbury from the flooding which occurred in 1998 and 2007. It has involved designing a pumping station and flow control structures. This scheme will protect up to a ‘once in 200 year’ event, with significant benefits to Banbury (both residential and commercial properties) and areas adjoining the town. The will also be a benefit to South Northants as the flood alleviation scheme will protect a water treatment plant in Banbury which currently serves 3000 homes in Northamptonshire. The train station will also be protected as will Kings Sutton down-stream from Banbury.
The contractors (Morrison Construction) are using material sourced locally to prevent extra lorry movements. Traffic Diversion concerns following closure of A361 from 28th.March
Wardington Parish Council
I am now able to advise that Northamptonshire CC / OCC will finalise the erection of weight limit signage (7.5 tonnes) during the week of 21st.March. Signage will cover all exits from Daventry to Williamscot on the A361 and from Great Bourton to Fenny Compton on the A423. The A423 is the scheduled diversion for commercial vehicles leaving the M40 at Banbury for travel to Daventry via Southam.
7.5 tonnes will cover one of the bigger Transit removal vans and it should be noted that any commercial vehicle can avoid weight limit restrictions if they require business access. The question is, do they?
Despite the weight limit proposals, rat running will remain a potentially serious traffic issue mainly involving traffic to and from Chacombe from Wardington and / or Williamscot. Sat Nav systems will probably not recognise the A361 closure and neither will every road user observe the diversion signage. Banbury Police Traffic Officers as well as the Neighbourhood Policing Unit will look to monitor activity and thereby enforce road weight limit restrictions. That said, they will monitor / enforce as part of their usual routines and as time permits during the working day.
I would like to encourage residents to report offending vehicles and the Police have confirmed that a daily log record will be acceptable as a means of giving notice to and prosecuting persistent offenders. Main points of the meeting of Wardington Parish Council held on Tuesday February 15th AT 7.30PM
1. SEVERE WEATHER ACTION PLAN
It was agreed to put together an emergency action plan for bad weather based on the snow guide leaflet recently issued by OCC This would include information whereby the needy and vulnerable could be identified and a tractor/4×4 requested for snow clearance in an emergency. Clerk to organise.
2. A361 FLOOD ALLEVIATION SCHEME
A new TEMPORARY bus service timetable has now been received by the clerk and will be issued in due course to notice boards and Email. This will be effective from 21st March – 9th July when the A361 is scheduled for closure for the road raising work and bus service will be re-routed via Cropredy and the Bourtons. Details of the closure arrangements have been published in this month’s village newsletter.
3. PROJECTS UPDATE – PROGRESS/CONSERVATION AREA
Conservation area concerns re proposed work on the Old Pool Area are being explored with CDC Planning.
4. FINANCE
Precept for 2011-12 to remain at £10,000.
5. PLAYGROUND
New log trail now installed and has been checked by CDC re completion of an equipment grant.
6. POLICE N.A.G.
Group still looking at anti-social behaviour and speeding. Speed surveys to be carried out in Wardington with the police and local volunteers. The police and CDC are encouraging people to contact them regarding any anti-social behaviour. Members of the Banbury rural police team will be available to meet with people and discuss any concerns on Thursday 3rd March between 5-6pm outside Wardington Memorial Hall.

1. PLANNING
10/0184/F Tuthills Ltd; Replacement Workshop buildings (see CDC Planning Portal Website for details) – Council raised No Objections,
2. A361 FLOOD ALEVIATION SCHEME AND ROAD CLOSURE A361 AND EFFECTS
1. No response had been received from Northants. (who are responsible for coordinating the works) regarding the councils concerns about traffic planning, applying a weight restriction during period of works or a timetable of works. Council are very concerned that there has been so little communication about the work.
2. It is understood from Councillor Atack that the work on the scheme is scheduled for Feb. 7th – 18th with one side of the affected section of the A361 being closed for part of the time. The main part of the work is scheduled for March – July 2011.
3. Council is trying to follow up on a statement made by Oxfordshire Highways in April last year saying that the village/parish would get weight restrictions on a temporary basis to stop HGV traffic cutting through the villages. As South Northants. CC is solely responsible for the works then it must now be pursued with them.
4. Council most concerned that pre-work signage is not up yet forewarning everyone and in particular road users coming off the M1/A45 at Daventry and using the 361 as a rat run.
Mrs Wild to try and contact Northants Highways as a matter of urgency and the clerk to create a PRO ACTIVE action plan for policing any breach of diversion/weight restriction. Council are taking this very seriously to try and avoid the damage and disruption following the previous closure of the A361. 1. MATTERS ARISING :
It was noted that the Geoff Amos village bus service had been reduced with the first and last buses removed. The Clerk had contacted the company who stated that it was for financial reasons due to the loss of county council subsidies and the services not being used enough to be viable without the subsidies.
The clerk was to again request the salting of the bus route through the village as this was not being done and also down by the Hare where the slope is used extensively by delivery vehicles and for turning.
2. PLANNING:
Reduction in window size at development at Church Cottage – 10/01655/F. Council raised no objections.
3. A361 FLOOD ALEVIATION SCHEME
Clerk has written to OCC pushing for weight restriction and diversion policing – response stated that the closure of the A361 was the responsibility of Northants CC. Clerk has sent Northants CC the same letter with response awaited.
4. PROJECTS UPDATE – PROGRESS/CONSERVATION AREA
Notes from the public meeting held on 16th November at The Plough to discuss the old pool area project has been circulated. The scheme to install concrete grass cell blocks to the eroded section had been agreed at the meeting. Council decided to proceed SUBJECT TO permissions and funding. Clerk to apply for required permissions in the interim period.
5. FINANCE
Williamscot Fund:
Traffic calming measures in the form of speed indicator signs both ends of the have been agreed by the Williamscot committee and subject to a OCC survey it is hoped that this will be agreed by Highways and proceed at an approximate cost of £8,000. This will reduce the overall reserves to a more acceptable level for Audit and in relation to the precept.
